第三代农民时期农地保护问题探讨

摘 要：
对三代农民和第三代农民的主体作了界定,着重探讨第三代农民时期农地保护问题。通过分析农地非粮化、城镇化和农户兼业等因素对未来第三代农民时期农地保护产生的影响,得出第三代农民时期农地保护形势更加严峻的结论。借鉴美国、日本、韩国以及台湾地区的农地保护制度和政策来解决第三代农民时期农地保护问题,如借鉴美国的加强农地保护办法引导种植优质粮食作物方向流转、韩国的代耕制度、日本的控制私人拥有的公司制企业直接进入农业生产以及台湾地区第二次土地改革经验等。

摘 要：
In this paper, three generations of farmers and the main body of the third generation farmers has been defined with focus on the third-generation farmer farmland protection issues. By analyzing the trend of non-food agricultural land, urbanization and other factors affecting on future third-generation farmer farmland protection conclusion is drawn as the situation is even grimmer. farmland protection system and policies in the United States, Japan, South Korea and Taiwan are analyzed comprehensively and methods were got to hand with the third-generation farmer farmland protection.Methods we need to learn from are as follows: in the United States, the strengthening of agricultural land protection measures to direct flow of quality planting food crops, substitutive farming systems in Korea, Japan's control of privately owned corporate enterprises directly into agricultural production, and the second land reform in Taiwan.
