广东农业PPP项目风险评价及对策——以阳春市农业资源循环利用工程中心建设为例

摘  要：
政府和社会资本合作(PPP)近年来在多个领域发挥了重要作用,但农业PPP项目进展缓慢,尤其广东省农业PPP项目数量有3个。本文以阳春市农业资源循环利用工程中心PPP模式为例,对其风险识别与分配进行了分析,主要包括融资风险、建设风险、运营风险、其他风险4大类,并提出了相关对策,以期为广东农业PPP项目发展提供参考。

摘  要：
Government and social capital cooperation(PPP) have played an important role in many fields in recent years, but the progress of agricultural PPP projects is slow, especially in Guangdong Province, the number of agricultural PPP projects is only 3. Taking the PPP model of Yangchun agricultural resources recycling engineering center as an example, this paper analyzed its risk identification and allocation, mainly including financing risk, construction risk, operation risk and other risks, and put forward relevant countermeasures in order to provide reference for the development of Guangdong agricultural PPP project.
