温排水对海域水环境价值量的影响计算——以象山港国华宁海电厂为例

摘  要:
开展了滨海电厂热污染损害影响研究与评价的理论探索,提出了温排水海域水环境价值量损失构成及其计算方法。滨海电厂温排水导致水环境价值量的损失,由特征污染因子—温升而引发的直接损失,以及次生污染因子—水质主要指标变化而产生的间接损失两部分组成。直接损失以维持温升总量而进行热量输入的成本为评估价值,间接损失以水质主要因子变化总量并参照水质污染收费标准确定其值。通过计算,国华宁海电厂水环境价值量损失区间为38 657 461~100 508 571元,以热污染排放形成的直接容量损失为主。

摘  要:
The composition and calculation method of monetary evaluation of marine environmental capacity caused by thermal discharge,was theoretically explored in perfection of research on thermal pollution of coastal power plant.The loss of marine water environmental monetary value caused by coastal power plant thermal discharge was composed of direct loss of marine environmental capacity induced by characteristic factor-temperature rise and indirect loss of marine environmental capacity induced by secondary factor-water quality changing.The direct loss of marine environmental capacity was evaluated monetarily,based on the cost of heat input to maintain the total amount of temperature rise.The results showed that the interval of loss of marine environmental capacity caused by Guohuaninghai power plant thermal discharge was 38 657 461-100 508 571 yuan in RMB,mainly depending on the direct loss of marine environmental capacity caused by thermal discharge.
