美日欧最新海洋经济政策动向及其对中国的启示

摘要：

制度决定经济绩效。作为制度的外在表现形态之一,经济政策的走向很大程度上影响着各国经济的发展。近年来,世界各国纷纷通过制定综合海洋发展战略,提高海洋经济在整个国民经济体系中的战略地位。日趋完善的海洋政策为海洋经济的发展乃至国民经济体系的完善提供了强有力的制度支持。本文通过详细介绍美国、日本和欧盟等发达国家在海洋经济政策制定上的最新动向,总结出世界海洋经济政策的制度变迁的特点,并在此基础上对未来中国海洋经济政策的制定提出设想,如尽快制定宏观的综合性的海洋经济发展政策、加强海洋环境的监测和提高国民海洋意识等。

摘要：

System determines economic performance. As one of the external forms of system, economic policies influence the development of national economy. In recent years, every country in the world has constituted comprehensive marine development strategies, and it has raised the strategic status of marine economy in the national economy system. The author has introduced the latest marine economy policy of U.S., Japan and Europe and concluded the characteristic of the transition of the world marine economy policy. Based on that, author has proposed suggestions on Chinese marine economy policy, such as, to constitute the macro comprehensive marine economy policy, to reinforce the inspection of marine environment and to enhance national marine consciousness, etc.
