基于云技术的林业专项资金监管体系研究

摘  要：
林业专项资金监管是保障专项资金支出规范、取得良好效益的重要环节。随着林业专项资金支出规模的增加,专项资金监管依然没有摆脱多部门监管中的协调难、沟通难、合作难,以及重复监管或监管盲区等问题。为尽快提高林业专项资金支出监管的有效性,提出运用云技术构建全程管理、多方参与、即时共享的林业专项资金云监管体系,并对云监管体系构建的总体思路与整体框架进行简要分析,提出了健全制度、保障技术、先行试点等相关建议。

摘  要：
Forestry special funds supervision is an important part of regulating the spending and achieving good performance. With the increase of forestry special funds expenditure scale, forestry funds supervision is still not get rid of difficulties in coordination, communication and cooperation among multi-sectoral regulatory, and has the problems of repeated supervisory and regulatory blind area. To improve the effectiveness of the forestry special funds expenditure supervision, forestry special funds cloud regulatory system based on cloud technology was put forward, which can realize whole course management, multi-participation and instant share. And then we analyzed the overall thinking and framework, and put forward some suggestions.
