让金融资本涌入林业“洼地”的两大举措——永安市林业投融资体制改革及森林保险案例

摘  要：
阐述了永安市林业投融资体制改革与森林保险的历程、做法、成效及深入推进改革的思路。永安市于2004年在全国率先开展林权抵押贷款,并在实践中探索出"林权证"抵押直贷、小额信用贷款、林竹产品仓储质押贷款、林户联保贷款、开发性金融合作等多种林业信贷模式。截止2010年底,全市累计发放林业贷款29.96亿元,支持林业开发面积18.75万hm2。下一步改革重点:小额贷款免评估、推广使用林权信息卡,实行森林区域统保,有效扩大保险广覆盖。

摘  要：
The paper desecribed Yong'an forestry investment and financing reform and the history,practices,effectiveness and further promote the ideas of forest insurance.Yong'an City in 2004 spearheaded the national forest right mortgage loan,and explored in practice,direct "forest property certification" mortgage loans,small sacle credit loans,secured loans forest bamboo products,warehousing,forestry households credit loans,finance cooperative forestry development and other credit models.As the end of 2010,Yong'an city has issued 2.996 billion yuan of forestry loans to support 187.5 thousand hectares of forestry development.Next the focus of reform are assessment of small loans to avoid,promoting the use of forest rights information card,implementation of the regional system of forest protection,the effective expansion of insurance wide coverage.
