“三权分置”背景下农村土地流转问题研究——以湖北省为例

摘要：

土地流转是农业现代化的必由之路,土地流转问题关乎乡村振兴。乡村要发展,农业必须高质量发展,农村土地必须高效利用。鉴于此,以湖北省为研究区域,探究"三权分置"背景下农村土地流转存在的问题,并提出了加大宣传力度,创新宣传方法;严格规范土地流转程序,推广使用电子合同;加强基层政府监管,创新基层管理模式等政策建议,以期为湖北省土地流转工作提供决策参考。

摘要：

Land circulation is the only way of agricultural modernization, and the problem of land circulation is related to rural revitalization. To develop rural areas, agriculture must develop with high quality, and rural land must be used efficiently. In view of this, taking Hubei Province as the research area, this paper explores the problems existing in rural land transfer under the background of “separation of three rights”, and puts forward to strengthen publicity and innovate publicity methods; Strictly standardize the land transfer procedures and promote the use of electronic contracts; Strengthen grass-roots government supervision, innovate grass-roots management mode and other policy suggestions, in order to provide decision-making reference for land transfer in Hubei Province.
