摘 要：
The premise and key to prevent the sudden environmental risks is to construct a scientific and efficient environmental monitoring system.This paper summarizes the current status of China's environmental regulation,and makes an inductive analysis from the perspective of risk identification,risk prevention and emergency rescue etc,in order to analyse the environmental risk accidents caused by the current source and mobile source.Moreover,the paper also analyses the environmental regulation measures and performance of China's governments,and proposes many problems,so as to laid the foundation for improving the environmental regulation system.
