乡镇政府职能转变的制约因素论析:整体性视域

摘  要：
学界对于乡镇政府职能转变制约因素的研究已有一定成果,但这些研究主要是从乡镇政府的压力型体制或财政约束等某一个方面进行分析,缺乏整体性。对乡镇政府职能转变制约因素的分析应从整体性视域出发,从宏观、中观与微观三个层面进行论析,唯有如此,才能全面准确把握其制约因素,有针对性地提出解决问题的对策。在宏观层面,新中国成立后我国采取的重工业优先发展战略以及随之形成的城市偏向政策是制约乡镇政府职能转变的根本因素;在中观层面,对乡镇政府的行政管理体制和财政管理体制是制约其职能转变的直接因素;在微观层面,乡镇政府的自利性则进一步阻碍了其职能转变。由此,推进乡镇政府职能转变必须从宏观、中观与微观三个层面同时采取政策措施。

摘  要：
At present,the academic research about restricting factors of township government functions transformation has achieved some results,but these studies are mainly from one aspect of the township government,for example,pressurized system or financial constraints,lack of integrity. The analysis of the township government functions transformation restricting factors should be carried out from holistic perspective,analyzed from the macro,meso and micro levels. Only so,we can understand its restricting factors accurately and put foreword countermeasures. At the macro level,heavy industry preferential development strategy adopted after the founding of our country and urban bias policy are the fundamental factors of township government functions transformation; and in the meso level,administrative system and financial system about township government are direct factors to restrict its function Transformation; at the micro level, the township government selfishness further hampered its function transformation. Therefore,to promote the township functions transformation,measures should be taken from the macro,meso and micro levels simultaneously.
