摘 要：
本文通过回顾中日韩三国间渔业管理的历史,提出了三国间共同渔业管理的理念。作者认为,三国共同渔业管理可以以现有两国间双边渔业管理的制度和组织框架为基础,构建三国间的渔业管理制度和组织框架。文章讨论了建立三国间共同渔业管理方案的基本原则,共同管理的必要性、基本管理框架和途径,提出了构建三国间可转移捕捞配额制度的设想,还从现实和理论两个方面分析了实现三国共同管理制度和可转移捕捞配额制度时三国应承担的责任及所面临的困难。

摘 要：
The paper reviews the common-fishing management history among three countries,China,Japan and Korea,and puts forward the concept of common-fishing management from a new way.The main results from the studies are as follows.First,the basic framework and institution of common-fishing management among three countries should be built on the basis of current bilateral fishery organization and fishery man- agement institution.Second,the paper gives the basic principle,necessity,basic management o.rganization and path of common-fishing management.Third,a new fishery management institution,transferable quota system among the three countries is put forward.The paper also analyses the responsibility and facing diffi- culties of carrying out common-fishing management institution and transferable fishing quota from the points of theory and practice
