摘  要：
软环境是经济环境当中的重要组成部分,对于软环境要素构成、基本功能、作用方式等方面的深入研究有利于经济环境尤其是软环境的建设,文章提出了软环境营造的目标是建设包括五个系统的环境支持体系的主张,使得软环境建设的目标更加明确,这对于促进区域经济发展特别是推动民营经济的发展具有重要的意义。

摘  要：
Soft environment is an important part of the economic environment and a main factor which effects the development of the private-sector economy. A deep study on the basic theories of soft environment, such as, its constituent key-elements, basic functions, working modes and effect degrees, will be beneficial for the building of the economic environment, especially for the soft environment. The study is of great importance in promoting the development of the regional economy, particularly the private-sector economy.
