福建省暴雨洪涝灾害风险评估与管理

摘  要:
基于自然灾害系统理论和灾害风险评估原理,构建一个简单的集洪灾致灾因子、承灾体和防灾水平于一体的区域暴雨洪涝灾害风险评估模型,采用福建省灾害性气象年鉴和气候影响评价资料,借助数字地图技术,编制以县域为单元的福建暴雨洪涝灾害风险分布图和时间变化图。研究表明:福建省暴雨洪涝灾害年内分布不均,群发性强,年际变化大,呈波动上升趋势,反映承灾体易损性加大对洪灾的影响;综合考虑各因素的洪涝灾害,风险最高值主要分布在东部的漳州、泉州、福州和宁德沿海以及闽西的宁化、建宁、长汀、松溪等地,风险高值区的分布与近35 a福建暴雨洪涝灾害年均灾次值的分布相似,据此提出福建省应加强洪泛区风险研究与管理,协调人与洪水的关系,与民众共同制定安全转移规划等风险管理对策。

摘  要:
According to principles of natural disaster system theory and disaster risk assessment,a simple assessment model was built up to assess regional rainstorm-flood disaster risk,which includes flood hazard,hazard-affected body and disaster prevention level.Based on disastrous climate yearbook and climate influence assessment of Fujian province,in virtue of digital map techniques,the study compiled county-level maps of rainstorm-flood disaster risk distribution and its temporal change.Results indicates that rainstorm-flood has characteristics of unequal intra-annual variation,simultaneous occurrence,and inter-annual variation with a trend of ascending in fluctuation,which shows that increase of hazard-affected bodies magnifies disaster effects.Integrated flood disaster risk varies among cities,maximum of which is distributed in eastern cities,such as Zhangzhou,Quanzhou,Fuzhou,and coastal area of Ningde,and western counties,such as Ninghua,Jianning,Changting,Songxi.Distribution of areas with high-value risk is consistent with the distribution of average hazard occurence of rainstorm flood in recent 35 years.Therefore,it is suggested that risk research and management at flooding areas should be enhanced in Fujian,considering the relationship of population and floods,and risk management countermeasures should be made with people on safe transferring in disaster.
