摘  要：
由于天气系统和地理地形因素,鲁北地区暴雨洪水频发,且具有范围广、雨量大、洪峰高、历时长等特点,而现状防洪工程却存在着泄洪能力低、河床淤高、堤防残破、建筑物老化等问题,防洪能力衰减20%~50%,与防御较大暴雨洪水的要求极不适应,防洪压力巨大,应引起有关部门的高度重视,并采取有效措施,确保防洪安全,减轻洪灾危害。

摘  要：
North Shandong suffers from frequent rainstorm and flooding due to weather system and geography factors,which is characterized by wide range,high rainfall,high flood peak,long duration,etc. However,status quo flood control project is with problems of low flood discharge capacity,high riverbed accretion,broken embankment,aging building and structures,etc. The flood control capacity is attenuated by 20% ~ 50%,which is extremely inconsistent with the requirement of defending heavy rainstorm flooding,thereby leading to high flood control pressure. Related departments should pay high attention to it,and adopt effective measures to ensure flood control safety and reducing flood damage.
