"复关"林业应采取的对策

摘  要：
林业＂复关＂的战略目标应与林业发展的长远目标相一致,即追求林业三大效益的统一,使林业成为国民经济中的战略产业.为此在突出带动性、相关性和效益性的前提下,选择人造板、林化、制浆造纸和森林资源培育为战略重点,并提出了木材、纸浆、人造板等重要林产品的具体＂复关＂方案.林业"复关"对策包括提高森林资源经营水平、重组林产工业.转换经营机制、开拓市场、加强经济联合组建企业集团、规范企业行为等10个方面.

摘  要：
The objective of forestry"reenter into GATT"strategies should be coor- dinated with the long-term goal of forestry development,that is,to seek integration of three kinds of benefits of forestry,so as to make forestry into strategical indus- try.For this reason,manmade boards,forest product chemical industry,pulp and paper making and silviculture are regraded as strategical focuses.The decision shows its leadership,relativity and beneficialness.The countermeasures of"reenter into GATT"involve ten aspects of impoving management of forest resources,readjusting forest product chemical industry,transforming management mechanism,expanding product market,enhancing economic cooperation,establishing enterprise group, standardizing behaviours of enterprises and so on.
