科技计划项目绩效评价指标体系的构建

摘  要:
科技计划项目绩效是指科技计划项目在获得立项批准到应用期间,根据事先制定的阶段目标所达到的,可以予以指标度量的计划完成程度及所产生的对社会、经济进步有推动作用的预期成果。科技计划项目绩效评价有益于优化资金分配,调整科技计划和研究机构的方向,提高对科技计划的管理水平和科学研究的效率。建立科技计划项目绩效评价指标体系应遵循客观性原则、系统性与层次性统一原则、简明科学性原则、多类型多层次设置原则和可操作性原则。在使用过程中应注意静态评价与动态评价、信息反馈机制的建立和评价指标体系与评价目标之间不匹配的问题。

摘  要:
The performance of science and technology plan projects refers to the degree of plan fulfilling in accordance with the targets previously defined for different stages and able to be measured by indexes and the expected achievement that can boost the social and economic development between the time the projects are authorized and that their products are used.Evaluating the performance of science and technology plan projects is beneficial to optimizing the allocation of funds,reorienting science and technology plans and research institutions,and improving management level of science and technology plan and efficiency of research.The establishment of index system for performance evaluation of science and technology plan projects should follow the principles of objectivity,unity of systematicity and multi-levels,concision,scientificity,multi-type and feasibility.When the system is applied,the following problems should be regarded: the relationship between static evaluation and dynamic evaluation of science and technology plan projects,the establishment of information feedback mechanism and the mismatch of index system and evaluation target.
