深化集体林权制度改革对促进山区农村发展的作用

摘 要：
分析集体林权制度改革对促进山区农村发展的重要作用,认为集体林权制度改革是对山区农村生产力的一次解放,实现了产权制度的重大突破,可增加农民就业和经济收入,促进林权法制化建设以及非公有制经济快速发展,增强山区基层组织领导能力。藉此提出了保障集体林权制度改革顺利实施的建议,诸如建立林权流转制度,规范流转市场,逐步构建和完善适应山区集体林制度改革的社会化服务体系,山区林农应享受国家惠农政策待遇等。

摘 要：
The important role of reforming collective forest right system to promote the development of mountainous rural areas were analyzed,and it was redeemed that the reform of collective forest right system is a liberation of the mountain rural productivity,and it achieved a major breakthrough in the system of property rights.It can increase farmers' employment and income,and promote the legal system of forest tenure construction and non-public economic development and enhance the leadership of the mountain area grass-roots organizations.It was proposed to take measure to ensure the smooth implementation of collective forest right system reform,such as the establishment of the transfer of forest tenure system,standardize the flow of the market,and gradually build and improve the social service system to adapt to the mountain area collective forest reform,and mountain farmers should enjoy national preferential agricultural policy treatments.
