WTO框架下我国农业国内支持水平与结构优化

摘  要：
利用系统理论、局部均衡理论、层次分析方法与CEG模型等方法,分析了WTO框架下我国农业国内支持水平与结构优化研究的可行性,并提出详细的研究方案。首先从农产品贸易的进口需求函数和出口供应函数出发,基于社会福利最大化的目标,建立我国农业国内支持优化模型,优化支持水平;其次,运用层次分析法,揭示国内支持政策的决定性因素,优化国内支持结构;再次,通过CGE模型,情景模拟分析国内支持政策的变化对国民经济的影响;最后,剖析我国农业国内支持政策的现状及存在问题,提出在WTO框架下我国农业国内支持政策体系。

摘  要：
The paper analyzed the feasibility of agriculture domestic support levels and structure optimization , and put forward a detailed research scheme by system theory, partial equilibrium theory, hierarchy analyse approach and CEG model. From the aspects of the inport demand and export supply function, it first established a model to optimiz levels of domestic support on the basis of maximum social welfare; and then revealed decisive factor of the policies to optimize the structure of domestic support, thirdly simulated the impact of the policies transformation on the national economy by CGE model; finally the actuality of domestic support policies were take part to find out the problems and bring forward the support policy system under the frame of WTO.
