粮食安全保障能力与建设用地指标挂钩及地方政府的责任

摘  要：
耕地红线保护制度下,缺乏耕地利用效率和考评机制,抛荒严重,产量下降,粮食安全受到威胁。面临建设用地指标紧缺,为确保粮食安全,将粮食安全保障责任重心下移,粮食安全保障与地方政府建设用地指标挂钩。地方政府确保粮食产量,才可获取建设用地指标,提高耕地利用效率。中央政府细化地方粮食安全保障考核制度和操作规则,将主要精力放在地方政府粮食安全责任的监督考评,降低粮食安全风险。

摘  要：
Utilization efficiency on cultivated land and appraisal mechanism are lacked in the context of farmland conservation red line system.This eventually led to the serious abandoning farmland problem and the decline in yield output as well as threats to food security.Facing the problem of lack of urban construction land,we must lower the center of gravity of ensuring food security and link ensuring food security with local urban construction land together to ensure food security.Local government can only gain urban construction land on condition of ensuring food production.This measure may help to improve the efficiency of farmland use.The paper suggests that central government dissects local appraising system and operation rule of ensuring food security and pay their attention mainly to the supervision and evaluation of local food security responsibility to reduce the risk of food security。
