摘 要：
地方法律法规与民众关系密切,研究地方法治建设具有重要意义。以四川省政府投资工程建设项目比选制度为对象,梳理其形成,归纳其概念,在对比选制度进行法理分析和实证分析的基础上,提出完善措施,以期学界同仁关心地方法治建设。

摘 要：
Analysis from the aspects of life,local laws and regulations are more closely related with the public.As a result,it's of great significance to research the rule of local laws.This article takes the selection system about the government's investment in construction projects in Sichuan Province as objective,teases it's formation,sums up it's conception and gives the measures,basing on the legal analysis and empirical analysis of selection system.Therefore,authors hope more and more academic colleagues pay attention to the rule of local laws.
