矿区生态环境治理与农民利益保护——以山西平朔矿区为例

摘 要：
本文以山西平朔矿区为例,对矿区生态环境难题破解机制进行研究。平朔矿区在煤炭开发中实现了生态环境治理与农民利益保护的统一,平朔矿区制定复垦规划对农民进行补偿,通过边开发边治理改善了生态环境,发展生态产业促进了农民就业增收,形成了"以煤补农"的平朔模式。平朔矿区通过土地使用制度、补偿协议、企业制度、社会保障制度、产学研合作制度等方面的创新,促进了政府、企业、农民、科研机构多中心合作治理机制的形成,这对于我国其他矿区具有一定的启示意义。

摘 要：
The case study analyze cracking mechanism of eco-environment problem in the mining area of Pingshuo.Peasants’benefits are protected by governing eco-environment in Pingshuo.In the coal mining of Pingshuo,the reclaim plan is drawn up and peasants are compensated,eco-environment has been better through governing-by-exploiting,peasants’employment and income have been improved by developing eco-industry.The Pingshuo pattern about coal industry re-feeding agriculture is formulated.Through the innovation of land use institutions,compensation agreement,company institutions,university-industry cooperation institutions,polycentric cooperative governance model is formulated in Pingshuo with government,company,peasants,and research institute,the Pingshuo pattern is with enlightenment for other mining area in China.
