江苏省农村最低生活保障标准研究-基于扩展线性支出模型

摘  要：
通过对江苏省农村低保实施现状包括农村低保情况、城乡低保现状对比、地区之间的对比,发现江苏省农村低保制度实施存在不合理现象,并采用扩展线性支出系统模型法对江苏省低保标准进行测算,得出农村最低生活保障标准在不断提高,但现行标准与测算标准相比较低,且有不断扩大的趋势.提出优化低保标准动态调整机制,拓宽筹资渠道,建立多层次、全方位救助体系等对策.

摘  要：
Based on the comparison of the present situation of rural subsistence allowances in Jiangsu province,including the situation of rural subsistence allowances,the comparison of urban and rural subsistence allowances and the comparison between regions,it is found that there is unreasonable phenomenon in Jiangsu rural subsistence allowances,and the extended linear expenditure system model method The standard of minimum living guarantee in rural areas is increasing,but the current standard and the standard of measurement are relatively low,and there is a growing trend. Which proposed to optimize the minimum standard dynamic adjustment mechanism,broaden the financing channels,the establishment of multi-level,all-round rescue system and other countermeasures.
