“与水争地”抑或“与民争利”:民国初期太湖水域浚垦纠纷及其背后利益诉求研究

摘  要：
民国初期,苏浙太湖水利工程局密谋放垦湖田,且江苏省财政厅授意成立湖田局,震惊地方。在江浙士绅的强烈反对下,此项计划最终腹死胎中。通过分析,太湖水利局和财政厅只是计划的执行者,幕后主导力量却是江苏省公署和财政部,而四者都是趋利而为。省署和财政厅为了增加财政收入,太湖水利局则为了筹集治水经费,不惜借着兴利的幌子,公然侵害地方利益,违背民意。此次浚垦纠纷不仅体现了传统时代国家与江南精英在地方事务上的利益之争,更折射出政局动荡之际水利与政治之间的复杂关系。

摘  要：
In the early period of the Republic of China, the Jiangsu and Zhejiang Taihu water conservancy bureau(苏浙太湖水利工程局)conspired to open the land for reclamation, and the Jiangsu provincial department of finance established the hutian bureau(湖田局), shocked the local. The plan was eventually stillborn under the strong opposition of the gentry. Through analysis, the Taihu water bureau and the department of finance were only the executors of the plan, the leading force behind the plan was the Jiangsu provincial bureau and the ministry of finance, while the four were all interested in the benefits. In order to increase the revenue of the provincial department and the department of finance, the Taihu water conservancy bureau, in order to raise funds for water control, was not hesitate to use the pretext of interest, blatant infringement of local interests, against public opinion. The dispute not only reflects the traditional conflict of interest between the state and the Jiangnan elites in local affairs, but also reflects the complicated relationship conservancy and politics in the time of political instability.
