“以煤补农”与资源型县域农业发展——以山西乡宁模式为例

摘 要：
"以煤补农"是煤炭资源型区域破解"三农"问题的必然出路。本文对乡宁县以"一矿一业一事"为主的"以煤补农"模式进行案例研究:煤炭开发的制度失灵导致乡宁面临发展困境,矿农冲突频发,农民、煤企、政府都产生了新制度的需求,因而地方政策得以出台;乡土社会约束、政府的激励、自身转型动力、参与村庄治理,都促使煤企执行政策。政策实施保障了农业资本投入,促进了农业资源开发与结构优化,并建立了现代农业经营组织。最后指出了乡宁模式的局限性,未来"以煤补农"需要国家规范制度安排。

摘 要：
Coal industry re-feeding agriculture is necessary for cracking rural issues in coal resourced-based region.The case study is about Xiangning pattern of "a coal,a non-coal industry and a public welfare".The institutional failure leads to a dilemma for Xiangning's development.The conflicts between coal companies and peasants take place of ten.Peasants,coal companies and local government all have the demands of new institutions,thus,the local policy is carried out.The policy is enforced by coal companies due to the constraint of rural societies,incentive of government,endogenous motive for transition,and participation in country governance.The policy enforcement is benefit to agricultural development.At last,the paper points out the limitations of Xiangning pattern,coal industry re-feeding agriculture needs to have normal institutions.
