重点国有林区人力资源配置与产业结构协调性测度

摘  要:
利用各产业对人力资源配置的贡献率和协调适配度评价模型对国有林区人力资源配置与产业结构的协调性进行测度的结果表明:国有林区人力资源配置与产业结构的协调性处于初级协同适配阶段,主要表现为人力资源在产业部门中的配置不尽合理且层次较低,职工主要集中于以第一产业为主的基础产业;第二产业的发展不具规模,吸纳富余职工的能力有限;而第三产业发展效率呈现逐渐提高的态势,后续吸纳富余职工的潜力较大。进一步对各具体森工林区进行测算的结果表明:人力资源配置和产业结构协调适配性最好的是大兴安岭林业集团,其次是龙江森工和内蒙古森工集团,最后是吉林森工集团。

摘  要:
⑴Background——The state-owned forest regions are the most abundant areas of forest resources in China,and have made important contribution to the social and economic development of our country.The forestry staff are the principal part for the development and construction of the state-owned forest regions,making important historical contribution to the construction and development of the state-owned forest regions.Now it is a more prominent problem on the human resources and industrial structure in state-owned forest regions.In the future sustainable development of state-owned forest regions,the adjustment and optimization of human resources allocation and industrial structure are becoming more and more necessary and urgent.⑵Methods——According to the relevant data of China forestry statistical yearbook(2007-2015),by building the"structure deviation factor""structure deviation degree function"and"structure coordination function change"three functions,configuration of human resources and industrial structure existing in the stateowned forest regions between the collaborative adaptation degree of quantitative evaluation were studied.The structural deviation coefficient can measure the matching degree of human resources from single industry level.The structural deviation function evaluates the degree of synchronous change of industrial structure and human resources from the whole regional level.Finally,it described the dynamic adaptation characteristics of regional human resources due to the change of industrial structure through the structural change synergy function.⑶Results——By the industry's contribution to the human resources allocation and coordination adaptation degree evaluation model,the study took the empirical analysis of the human resources and industrial structure in the state-owned forest regions.It is found that the development of human resources and industrial structure of stateowned forest was synchronous,and industry development trended to the integral expression.The coordination of human resource allocation and industrial structure in the state-owned forest region are at the stage of primary coordinated adaptation because the allocation of human resources in the industrial sector was not reasonable and the level is low.The results also showed that the contribution rate of the first industry of forestry to the economic contribution rate and the allocation of human resources to the state-owned forest regions is gradually decreasing.The second industry of forestry gradually stabilizes the contribution rate of human resource allocation.Forestry tertiary industry is the best among three industries.Further calculation of the specific state-owned forest regions showed that the big four forest regions are in line with the overall trend of the key state-owned forest regions.However,the development level of each forest region is different,and the coordination of human resources allocation and industrial structure of the Greater Khingan Mountains forestry group is the best,the second is the Longjiang forest and Inner Mongolia forest group,while the Jilin forestry group is on the verge of mismatch.The study found that the immediate situation of Jilin forest industry is affected by the policy of cutting off.⑷Conclusions and Discussions——Further on the specific logging forest measurement results showed that the Greater Khingan Mountains forestry industry is the best on the human resources allocation and coordination of industrial structure,followed by the Longjiang forestry industry and Inner Mongolia forestry industry,the last is the Jilin forestry industry.The main performance of human resources in the industrial sector is not reasonable and the level is low,the workers are mainly concentrated in the primary industry.The development of secondary industry is not scale,and the ability to absorb surplus workers is limited.However,the development efficiency of the tertiary industry is gradually improving,and the potential for the subsequent absorption of surplus workers is greater.
