摘  要：
目前,中国农村社会仍然实行以土地生产资料功能为主的直接保障方式,农民难以摆脱对土地的依赖,农村社会的进步以及社会结构的转型受到制约;建立完善的农村社会保障体系同时面临资金严重不足的困境。本文认为:解决这一问题的出路在于重视农村土地的产权价值,实施农村土地产权货币化的政策,建立以农村土地产权货币价值为基础的可城乡互动的农村社会保障体系。

摘  要：
In today's China, rural social security mainly depends on the productive function of land directly, peasants are dependent on lands.Consequently, the advancementof rural society is hindered seriously as well the conversion of entire social construction. Being short of adequate and stable supply, the fund of rural social security can't be achieved. This is the main obstacle in the course of improving rural social security system. The thesis figures out that the outlet tothe problem is to emphasize the value of rural land's property right. A policy on rural land's property right monetization should be carried out as well as ruralurban interactive rural social security systems based on the value of rural land's property rights.
