新中国建立前后(1949—1952年),苏北行政区发生严重自然灾害,连续几年,民众生活极其困难。在中央政府和华东局的领导下,苏北行政区党政领导机关和各级领导部门采取有力措施,充分发动群众,开展生产救灾,取得了恢复生产、发展经济的良好成绩。

摘  要：
Around the founding of PRC(1949-1952),the successive natural disasters in Northern Jiangsu added to the difficulties of the local people.Under the leadership of the Central Government and the Eastern China Bureau,the local Party organizations,governments and officials at all levels took effective measures to motivate the mass so as to restore production and economy and finally came out the disasters.
