基于层次分析法的黑龙江国有林区生物质能源发展战略的波士顿矩阵

摘  要:
运用层次分析法(AHP),计算得出影响黑龙江国有林区生物质能源发展战略因素的权重,并结合波士顿矩阵分析法(BCG),建立评价生物质能源发展战略的矩阵。研究表明:生物质能源作为黑龙江国有林区的特殊资源正处于"明星"业务发展阶段。对此,黑龙江国有林区发展生物质能源的战略选择应以地方政府政策导向战略为主,科技扶持战略为辅的双重战略,并提出相应对策建议,以期为制订国有林区生物质能源发展战略提供理论依据。

摘  要:
The weight of strategic factor that influences biological energy development of Heilongjiang state-owned forest region is calculated by AHP method.A matrix for evaluating development strategy of biological energy is also constructed using Boston Consulting Group(BCG) matrix.Result reveals that biological energy,as the unique resource of Heilongjiang state-owned forest region,is in the "star" quadrant of growing and development.Therefore,the countermeasures on developing biological energy should be government investment focus and policy oriented,in addition with technical support.
