外来从业者在近海捕捞业中作用与影响的初步研究

摘  要：
近海捕捞业大量外来从业者的涌入,一方面满足了近海捕捞行业的用工需求,但客观上也对日益紧张的渔业资源造成了一定的压力。为研究这些外来从业者对近海捕捞业的作用和影响,在对浙江、福建等地渔村进行调研的基础上,本文对近海捕捞业外来从业者的基本情况、对近海捕捞业的影响以及造成近海捕捞业大量外来从业者涌入的原因进行了分析,认为外来从业者进入近海捕捞渔业主要是一种经济现象,是由经济因素引起的正常的劳动力转移,并提出了相应的管理政策建议。相关研究结果与政策建议可望为指导外来从业者管理以及近海捕捞渔业管理提供参考。

摘  要：
Influx of numerous non-local fishermen into offshore fishing is a solution to the problem of fishery labor shortage,but it also lead to big pressure on the offshore fishery resources. To study the impact on the offshore fishery from these non-local fishermen,investigation of fishery villages of Zhejiang and Fujian Province was conducted. Then the basic information of non-local fishermen,their role and impac on offshore fishery,andthe reasons of their motivation to work in offshore fishery were analyzed. It is considered that the influx of non-local fishermen is a normal economic phenomenon. It can be explained as normal economicalorientated labor transfer. Finally,corresponding management policies are also proposed. The study results and policy proposals are expected to be supply guidances for the management non-local fishermen and offshore fishery.
