浙江省Z村近海捕捞业外来从业者从业状况调查与分析

摘  要：
近海捕捞业大量外来从业者的涌入,虽然部分解决了渔业用工荒难题,但客观上也对日益紧张的渔业资源造成了更大的压力,目前对于这些外来从业者的研究较少。为了解这些外来从业者的从业状况,作者对浙江省Z村的近海捕捞业外来从业者进行了调查。从受访者的基本信息、对渔业的基本认知、就业情况、船员培训情况、就业选择情况等五个方面进行了调研与分析。调研结果显示,外来从业者主要为来自湖南、贵州等地的农民户籍人员,普遍年龄较大,文化程度较低,缺少一技之长,在船上以从事普通船员工作为主,职业发展空间有限。相对较高的经济收入是外来从业者进入近海捕捞行业的主要原因。调研结果可为分析外来从业者对近海渔业资源的影响、近海捕捞劳动力补充以及制定相关政策法规提供依据。

摘  要：
Non-local offshore fisherman is a solution for the problem of fishery labor shortage,but also a big pressure on offshore fishery resources. Studies on these non-local fishermen are still few. In order to learn about the production and living conditions of these non-local fishermen,some of non-local fishermen in Z village,Zhejiang Province were investigated and analyzed on their basic information,fishery knowledge,employment situation,crew training and career options. It shows that non-local fishermen are mainly peasants from Hunan,Guizhou Provinces whom are old,with poor education background and lack of skills. They usually engage in ordinary crew work with rare opportunities for the development of career. Relatively high income is the main reason to attract them to engage in inshore fishing industry. The results are useful for the analysis on the impacts of non-local fishermen on fishery resources and management of offshore fishery.
