摘  要:
从依靠科技进步促进污染物减排、依靠科研院校的技术力量解决减排技术难题、发挥环保系统技术力量为企业减排提供技术服务、建立清洁生产的审计机制,减少生产过程中污染物产生、建立科学监管机制,保证减排目标的实现等方面提出了解决污染物减排的途径,构建了科技支撑节能减排的体系及机制,提出了科技支撑节能减排的对策。在工作实践中验证这些减排方法的可行性,对我国研究科技支撑节能减排的机制与对策具有借鉴作用。

摘  要:
The study put forward some ways to solve pollutant emission reduction problems,such as promoting pollution reduction depend on the advance of science and technology,solving emmission reduction difficulties rely on scientific research of colleges and universities,strengthing technical service for reduction in enterprise by playing environmental protection technical force,building clean production audit mechanism,reducing production process pollutants,establishing scientific supervision mechanism,ensuring reduction targets and so on.Constructed the scientific support of energy conservation and emission reduction system and mechanism,put forward the countermeasures of energy saving and emission reduction by technology support.Confirming the feasibility of these emission reduction methods in work practice,it was useful for research mechanism and policy about energy saving and emission reduction based on technology support in our country.
