国有林区的改革必须走生态移民的道路,以减轻人口对森林资源的压力。这既是区域经济社会可持续发展的需要,也是森林可持续经营的必然要求。大兴安岭北坡林区的经营现状已经展示了光明的前景。要做到这一点,必须彻底清除林业的部门观念,把林区改革纳入到省或更大区域经济社会可持续发展的战略规划中加以解决。

摘  要：
In order to lighten the pressure to forest resource from the population growth, ecological migrant is the road state - owned forestry region must follow. This notonly the needs of sustainable development for economy and social in forestry region, but also the only way to keep forest sustainable management. The present situation of Daxinganling forestry region has show us bright prospects. In order to reach this result, we must eliminate the outdated forestry department ideas, and should bring forestry reformation into line with the strategic program of social and economic sustainable development in a big region.
