文章以中国农业科学院院所两级学术委员会为例,分析了现代科研院所学术委员会的主要职责及组织实施现状,提出除了需要发挥科技项目评审、科技成果评价和学术事务审议等功能外,院所学术委员会应重点加强对国家和行业发展重大需求的战略研究,并从组织定位、人员结构、工作管理机制三个方面阐述了充分发挥学术委员会职能作用所需的条件保障。

摘  要：
The academic committees of Chinese Academy of Agricultural Sciences and its research institutes were taken as examples to analyze the main responsibilities and present situation of organization and implementation of academic committee of modern agricultural scientific research academy and institution. The academic committee should not only play roles in review of science and technology program,evaluation of science and technology achievement and deliberation of academic affairs, but also focus on enhancing the strategic research of significant requirement in national and industrial development. The guarantee of academic committee′s function in the aspect of organization,members′ structure and management mechanism were also discussed.
