塔里木河流域绿洲可转让农用水权及其分配问题研究

摘  要：
基于流域农业用水与农用水权初始分配相关资料及相关研究文献资料,首先分析了塔河流域初始水权和可转让农用水权分配存在的问题及其影响因素;在此基础上,界定流域绿洲农用水权和可转让农用水权的内涵,分析绿洲可转让农用水权基本特征,提出未来流域绿洲可转让农用水权计量与分配、可转让农用水权价格及其经济补偿效应和可转让农用水权分配制度及水市场等3个方面的研究内容,作为流域未来可转让农业水权分配及其制度变迁研究的方向。

摘  要：
According to the data of the first allocation of agricultural water right and its relative research articles,the existing problems and its influencing factors of the initial allocation of agricultural water right and transferable agricultural water right are analyzed.Then this paper gives the meaning of agricultural water right in arid oasis in Tarim river basin,analyzes its basic characteristic,and puts forward three research contents,including the calculation and allocation of transferable agricultural water right,its price determination and economical compensation,and its allocation system and its water market.This can be used as the directions of the research of the future allocation of transferable agricultural water right and its system adjustment.
