摘  要：
湖南省是我国南方集体林区的主要省份,也是全国首批开展集体林权制度改革并取得显著成效的试点省之一。在后林改时期湖南省对集体林经营管理做了有益的探索,取得了一些成功的经验。针对后林改时期存在的经营难、治理难、管理难、融资难、稳定难等问题,建议进一步完善集体林权制度安排,引导林农开展规模经营,强化经营方案在集体林经营中的地位,完善集体林权交易与融资服务,推进经营队伍专业化与职业化,健全公共财政支持体系。

摘  要：
Hunan as a key province in the southern collective forest area has been of the first pilots of the national collective forest tenure reform of China. Following completion of the general reform phase, further successful explorations have been made in Hunan regarding collective forest management to accumulate good practices. To the existent operational constrains in field management, resource conservation, financing and steadiness, it is recommended that measures be taken to optimize policy arrangements, guide farmers for larger scale management, strengthen the role of forest management plan, promote tenure right trade and financing, build up professional competency and improve the public finance support system.
