国际食品法典委员会莱克多巴胺标准对中国猪肉贸易的影响

摘  要：
中国作为世界最大的猪肉消费国以及猪肉产品现有的贸易状况使得国际食品法典委员会于2012年通过的莱克多巴胺最高残留限量标准对我国的食品安全监管产生重大影响。WTO将其食品安全国际标准制订权"外包"给国际食品法典委员会,使其原本客观中立的科学性工作具有了浓厚的政治色彩。但在"外包"的同时却缺少相应的监督机制,国际标准在WTO框架下自动获得了权威性,从而引起了WTO的内部责任问题和外部的机制挑选问题,并增强了将国际标准制订异化为执行贸易政策工具的倾向。

摘  要：
Given China's current pigmeat trade situation and its greatest consumption level of pigmeat,the adoption of the Codex standard on maximum residue levels for ractopamine hydrochloride has a significant impact on China 's food safety regulation.WTO outsourced its task of standardization to some specific standard-setting organizations.However a reviewing mechanism of standardizing organizations 'internal procedures is simply lacking in the WTO,which means the authorities of international standards are automatically introduced in the WTO.The outcome is the reduction of WTO's internal accountability and regime shifting;lastly,the intention of transforming standardization into an effective tool of realizing trade policies is inspired.
