摘  要：
农村专业合作社作为农村经济新秩序中的一个组织载体,不仅有利于促进农村经济发展,而且在农村的社会管理中也具有积极的功能。综述了农村专业合作社的地位与作用,分析了农村专业合作社发展存在的问题和面临的困境,并针对这些问题提出了落实扶持政策、提高干部思想意识、拓宽资金筹集渠道、建立健全人才引进机制、加强对农民的教育培训等对策建议。

摘  要：
The rural specialized cooperative,as an organization carrier for new order of rural economy,is not only propitious to promote the development of rural economy,but also has positive function in rural social management.The role and the functions of rural specialized cooperatives were summarized at first.Then the problems and the restrict factors for development of rural specialized cooperatives were analyzed.Finally,the responding countermeasures and the suggestions for those problems were put forward,such as implementing supporting policies,enhancing ideologies of cadres,expanding the channel for fund raising,establishing and perfecting introducing mechanism for talents,and strengthening the education and the training for farmers.
