摘  要：
水资源短缺是西北地区农业生产和生态环境建设最重要的制约因素。可持续的水资源合理配置是克服水资源短缺制约的重要途径。因此,西北地区的生态环境建设应从"水"实际出发,因地制宜,分区实施,工程措施与生物措施相结合,林、灌、草相结合,经济效益与生态效益相协调。

摘  要：
The sustainable development in northwest China would be seriously influenced if water problem were not solved. The ecological environment could be improved by allocating the water resources rationally and efficient and strengthening ecological environment construction. Therefore, some measures have to be taked according to the water resources and ecological environment conditions in northwest China, such as, enhancing the construction of artificial ecology based on maintaining the natural ecology, combining biological measures with project measures, combining tree planting with grass planting, combining ecological benefit with economical benefit, etc. In this way, The sustainable development of environment, economy and society in northwest China could be realized.
