以四川省峨边县官料河流域为例,在维持现状和采取流域管理干预措施的两种不同情形下,分别进行流域上游社区和下游私营企业成本与收益的评价分析,探讨经济分析方法在流域管理与可持续发展中的应用,为生态服务买方确定支付意愿提供参考依据,并贡献于制定可行且公平合理的流域管理方案。

摘  要：
The cost-benefit analysis is the estimatation of an activity for calculating the input and output with mon etary unit,and a method of economic analysis to make decisions and planning.Cost-benefit analysis is often used in such as industry,agriculture,business,and public goods investment activities.As people gradually understanding of watershed ecosystem services and constantly practice,an economic cost-benefit analysis methods are increasingly used in water management,biodiversity conservation and integrated river basin management,etc.Taking Guanliao river basin of Ebian county as an example,in maintaining the status quo and watershed management intervention measures of two kinds of different situations,respectively for river basin upstream and downstream community to do the evaluation analysis of costs and benefits of private enterprises,the economic analysis applied in the sustainable development of river basin management,will provide a reference to determine payment for ecological services to the buyer basis,and contribute to develop a viable and fair and reasonable river basin management plan.
