The natural resources input and pollution output province in northern Shaanxi,Guanzhong and southern Shaanxi three regions of Shaanxi was obtained through the material flow analysis.Using the natural resource, labor and capital investment as input variables, and GDP and pollutant as output variables, the total factor productivity and environmental total factor productivity was caculated separately. The results showed that when the environmental impact was not considered(Case 1),the highest index of TFP was in northern Shaanxi;when the environmental impact was considered(Case 2),the Northern Shaanxi and Guanzhong's environmental total factor productivity decreased compared to Case 1;but southern Shaanxi's environmental total factor productivity raised.Research shows that the TFP index which does not consider the environmental impact may overestimate or underestimate a region's productivity level, and the environmental total factor productivity can measure the development level of an area more accurately.
