Serving as a science and technology worker, firstly, the author explains the concept of first-class state scientific research institutions. Secondly, the author analyzes the main issues Chinese Academy of Fishery Sciences faces in the course of building a first-class aquatic scientific research institution. In the end, the author brings forward concrete proposals or views regarding the above-mentioned points.
