湿地规划环境影响评价的研究现状及发展趋势

摘  要：
湿地规划日益增多,但多数没有遵循"生态优先"原则,因此开展湿地规划环境影响评价工作已成为湿地可持续利用和发展的迫切要求。文中阐述了开展湿地规划环评的需求,从理论体系和方法学2方面概述国内外战略环境评价(SEA)研究进展,总结了当前SEA体系下湿地规划环评的理论体系、操作规程以及技术方法,针对存在的问题提出未来我国湿地规划环境影响评价的研究重点。

摘  要：
Wetland planning is numerously increasing day by day,but most did not follow the principle of "ecological priority".Therefore,carrying out wetland planning environmental impact assessment has become an urgent requirement to realize sustainable use and development of wetlands.This paper described the demand for wetland planning environmental impact assessment(WPEA),reviewed the research progress of Strategic Environmental Assessment(SEA) from the perspective of theoretical system and methodology,and summarized the theoretical system,operational procedures and technical methods of WPEA under the current SEA system.Based on the current problems,emphasis and direction for its future study were presented at the end of the paper.
