资本累积不必然引起农村资金互助社使命漂移——以江苏省滨海县为例

摘  要：
资本累积是我国农村资金互助社发展过程中出现的普遍现象。本文通过对苏北滨海县两例资金互助社调研发现,资本累积与农村资金互助社使命漂移之间没有必然联系,资本累积不必然引起互助社产生"使命漂移"。资本累积是否引起农村资金互助社"使命漂移"取决于互助社治理有效性能否抑制核心社员的改向主张,保持一人一票民主决策,保障普通社员权利的实现。通过推进农村资金互助社制度规范化建设、提升社员参与度、保障普通社员退社权、发挥社内社会资本连接作用和完善外部监管体系,可以强化资金互助社治理有效性,避免发生"使命漂移"。

摘  要：
Capital accumulation is a common phenomenon in the process of rural fund cooperatives in China. Through the investigation of two cases of rural fund cooperatives,the author found no association between capital accumulation and mission drift of rural fund cooperatives. Whether capital accumulation causes mission drift of rural fund cooperatives depends on the effectiveness of organization governance. Keep on one person one vote,to guarantee the rights of ordinary members. Based on the effectiveness of organization governance framework,this paper believes that by promoting the rural fund cooperatives system standardization construction,improve members participation,guarantee members withdraw right,play the social capital connection function within rural fund cooperatives and perfect external supervision system,strengthening the effectiveness of rural fund cooperatives governance,avoid the occurrence of mission drift phenomenon of rural fund cooperatives.
