考虑环境因素下四川省生猪生产效率及影响因素研究

摘  要:
在环境高压政策下如何提高养殖户的生产效率成为当前的重要问题,提高环境生产效率是实现污染控制和生猪生产双赢发展的关键所在。笔者将生猪养殖户产污强度作为环境非期望产出纳入基础模型,即环境生产效率,运用实地调研的数据测算考虑环境非期望产出下生猪生产的效率及其影响因素,并与传统生产效率进行对比分析。结果表明:无论是环境生产效率或传统生产效率,经济发展水平、地理位置都是促进生猪养殖生产效率提高的重要影响因素,在考虑环境因素后生猪的生产效率差异明显缩小,其中中等规模的养殖户环境生产效率最高,说明适度的规模养殖有助于环境生产效率的提升。基于以上结论笔者提出合理环境规制、循环项目支持与强化政策导向的建议以促进环境生产效率的提高。

摘  要:
Under the environment high-pressure policy, how to improve the production efficiency of pig farmers has become an important issue. Improving the production efficiency of environment is the key to realize the double-win development of pollution control and pig production. Authors take the pollution intensity of pig farmers as the environmental undesired output into the basic model, that is, the environmental production efficiency, and uses the data from field survey to calculate and consider the efficiency and its influencing factors of pig production under unexpected environmental output, and compared with the traditional production efficiency. The results showed that both the environmental production efficiency or the traditional production efficiency, as well as the level of economic development and geographical location were important factors to improve the production efficiency of pig breeding, after considering environmental factors, the difference of pig production efficiency was obviously reduced, and the production efficiency of medium-scale farmers was the highest. These results indicated that moderate scale breeding was helpful to improve environmental production efficiency. Based on the above conclusions, the author proposes reasonable environmental regulation, circular project support and strengthening policy guidance to promote the improvement of environmental production efficiency.
