中国生猪养殖绿色全要素生产率的时空分异——兼论环境规制的影响

摘  要:
为了考察大、中、小规模GTFP的时空变化及受环境规制的影响,采用包含非期望产出的超效率SBM-DEA模型、Moran's I指数和PSDM模型,依据2006-2018年25个省的面板数据进行分析。结果表明:三种规模生猪养殖GTFP在2006-2018年间均呈现了先下降后上升的趋势,而拐点则均出现在2012年前后,随着环境规制力度的增强,GTFP开始提升,提升的程度随着规模的增加而增大;三种规模生猪养殖GTFP不仅在华北、东北、华东、中南、西南和西北等六大区域间存在差异,而且在区域内部也存在明显分化,但相邻省份间GTFP较为相近,表现为空间溢出现象;三种规模生猪养殖GTFP存在显著的空间收敛现象,且在2013年后逐年增强,但区域间知识和技术的空间溢出在提升生猪养殖GTFP方面存在一定的规模门槛效应,具体表现为中规模强于大规模、大规模强于小规模;环境规制对本地区三种规模生猪养殖GTFP均产生显著的正向影响,然而由于大、中规模养殖场(户)难以像小规模养殖场(户)一样灵活的转移环保风险,导致在规模增加的同时,环境规制的影响将会被迫减小。据此,本文提出根据各地区的特点发展适度生猪规模养殖、从两方面适度提高环境规制强度,并要保证环境规制的灵活性等政策建议。

摘  要:
In order to investigate the temporal and spatial variations of large, medium and small scale GTFP and the impact of environmental regulations, the super-efficiency SBM-DEA model, Moran's I index and PSDM model containing undesired outputs were used for analysis based on the panel data of 25 provinces from 2006 to 2018.The results show that from 2006 to 2018, the GTFP of the three kinds of large-scale pig breeding showed a trend of first decline and then rise, while the inflection point occurred around 2012. With the enhancement of environmental regulations, the GTFP of the three kinds of large-scale pig breeding began to improve, and the degree of improvement increased with the scale.GTFP of the three kinds of large-scale pig breeding not only had differences among six regions, including North China, Northeast China, East China, Central and Southern China, Southwest China and Northwest China, but also had obvious differentiation within the region. However, GTFP of neighboring provinces were relatively similar, manifested as spatial overflow phenomenon.GTFP of the three kinds of large-scale pig breeding had significant spatial convergence phenomenon, and this phenomenon had been increasing year by year since 2013. However, the spatial overflow of inter-regional knowledge and technology had a certain scale threshold effect in improving GTFP of pig breeding, which was manifested in that the medium scale was stronger than the large scale, and the large scale was stronger than the small one. Environmental regulation had a significant positive impact on the GTFP of the three large-scale pig farms in this region. However, as it was difficult for large and medium-sized farms(households) to transfer environmental risks as flexibly as small farms(households), the impact of environmental regulation would be forced to be reduced while the scale increased.Accordingly, this paper put forward some policy suggestions, such as developing appropriate scale pig breeding according to the characteristics of each region, moderately increasing environmental regulation intensity from two aspects, and ensuring the flexibility of environmental regulation.
