特殊的历史、地理因素造成云南多样、复杂的语言文字环境,也成为当前云南"直过民族"群众充分发展的语言障碍。国家通用语言文字的普及推广是云南脱贫攻坚的素质基础和语言保障,一系列政策和举措具有一以贯之、不断强化的特点,对促进国家通用语言的规范化和标准化、构建多元语言环境下的沟通桥梁、凝聚中华民族身份认同、维护边疆和谐稳定与繁荣具有重要意义。

摘  要：
Special history and geographical factors result in the diverse and complex language environment in Yunnan. However, it has become the language barrier for ′the directly-entering-socialism ethnic groups′ in Yunnan to get out of close and full development. The popularization and promotion of national commonly-used language are the quality foundation and language guarantee for Yunnan of poverty alleviation. A series of policies and measures have the consistent and continuously reinforcing characteristics, which can promote the standardized development of national commonly-used language, the function of language communication, the identity of minority ethnic groups and harmony and stability in border areas.
