摘  要：
中央全面推行河长制后,湖北省立足省情,率先出台《关于全面推行河湖长制的实施意见》,在河长制的基础上建立湖长制。本文针对河湖管理上的薄弱环节,注重统筹规划、河湖分级和落实河湖管护主体责任。强化专项整治,集中解决群众反映强烈的河湖环境问题。湖北省河湖长制在全国率先推行,其经验可供其他地区借鉴。

摘  要：
Hubei Province firstly publishes implementation opinions on comprehensive implementation of the river and lake chief system,after comprehensive implementation of the river chief system by central government based on the local provincial conditions,and the lake chief system is established. Overall planning,classification of the river and lake and implementation of the main responsibility in river and lake management are focused aiming at the weak links in river and lake management in the paper. Hubei intensifies special rectification and concentrate on solving the river and lake environmental problems which are strongly reflected by the public. Hubei takes the lead in implementing the river and lake chief system all over the whole country,and the experience can be used for reference by other regions.
