复杂系统综合评价的理论框架及其在水安全评价中的应用

摘  要:
复杂系统综合评价是当前复杂性科学研究的重要内容,是认识和管理系统的重要措施,它具有诸多不确定性,尚缺乏具有系统性和可操作性的理论框架。从方法论的角度提出了处理一般复杂系统综合评价问题的7个步骤,就是依次确定评价对象集生成函数、评价指标集生成函数、评价指标测度函数、定性指标定量化函数、指标一致无量纲化函数、指标权重函数和综合评价指标函数这7个函数,它们组成了复杂系统综合评价的理论框架。合理选取或构造这7个函数的不同形式,就可构建合适的综合评价模型,据此提出了5类水安全评价的应用模型。应用结果说明:构建综合评价模型的最重要工作依次是确定综合评价指标函数、指标权重函数和评价指标集生成函数;实现综合评价的理论框架功能最强的综合评价方法依次是组合评价方法、决策分析评价方法和层次分析方法,相似评价方法、模式识别评价方法或投影寻踪评价方法须与其它方法联合应用才能构造完整的评价模型。

摘  要:
Based on the methodology for dealing with comprehensive evaluation problems of a general complex system,a theoretics frame of comprehensive evaluation of complex system consisting of seven steps was presented.These steps are to determine generation function of evaluated objects,generation function of evaluation indexes,measuring function of evaluation indexes,quantification function of unquantifiable indexes,standardization function of evaluation indexes,weighting function of evaluation indexes and comprehensive evaluation function of evaluation indexes respectively.Different comprehensive evaluation models can be established by selecting rational forms of the functions,hereby five kinds of application methods for evaluating water security was generated.The application results show the most important contents of establishing comprehensive evaluation model are to determine comprehensive evaluation function of evaluation indexes,weighting function of evaluation indexes and generation function of evaluation indexes.The most strong evaluation models of realizing the theoretics frame are combination evaluation method,decision analysis method and analytic hierarchy process,while similarity evaluation method,pattern recognition method or projection pursuit method must to be united with other methods to construct a whole evaluation model.
