金融精准扶贫的绩效研究——基于湖南省9个城市农村贫困减缓的实证分析

摘  要：
本文选取湖南省国家级贫困县所在的9个市(州)为样本,运用DEA-Tobit模型对其2010—2015年金融扶贫绩效水平及效率影响因素进行测评和分析。结果表明,湖南省不同城市的金融扶贫效率存在较大差异,岳阳和邵阳等金融扶贫效率较高,其余7个样本市(州)的金融扶贫效率有较大改进空间。在影响金融扶贫效率的主要因素中,农村金融发展水平及其效率的提高、农村产业结构的优化及政府财政政策支持等有利于提高金融扶贫效率;城乡二元经济结构则严重阻碍了金融扶贫效率的提高。

摘  要：
This paper uses the panel data of 9 cities in Hunan province from 2010 to 2015 and applies DEA-Tobit model to analyze the performance level and its influence factors of efficiency of financial poverty alleviation. The results indicate that the financial poverty alleviation efficiency in different cities is quite different. For example,the efficiency in Yueyang and Shaoyang is relatively high,while the efficiency in the other 7 sample cities needs to be improved. Among the main factors that affect the efficiency of financial poverty alleviation,financial deepening level,improvement of rural financial development efficiency,optimization of rural industrial structure and support from government financial departments are helpful for improving the efficiency of financial poverty alleviation. The urban-rural dual economic structure seriously hinders the improvement of financial poverty alleviation efficiency. Therefore,it is neccesary to build a precise mechanism for financial targeted poverty alleviation, restructure the market competition mechanism and build a mechanism of risk-sharing for multiple departments.
