该文以中国热带农业科学院环境与植物保护研究所为例,总结了该所政府采购实施取得的成绩,分析了目前管理中存在的问题,并针对问题提出了对策,如充分发挥财务部门的资金监管作用,加强申报审批管理,规范批量集中采购行为,增强政府采购人员的业务能力等,确保政府采购执行依法合规。。

摘  要：
Taking the Agriculture Environment and Plant Protection Institute of China Academy of Tropical Agricultural Sciences as an example,the achievement of the government procurement was summarized in the paper.The problems in current management were analyzed and the countermeasures were proposed,including enhancing the funds supervision of the financial management department and application and approval management,improving the government procurement performance efficiently,increasing the personnel professional ability,and so on.
