中国农民创业与农村多维减贫——基于“目标导向型”多维贫困模型的探讨

摘  要：
基于2004—2013年全国农村固定观察点数据,本文构建了目标导向型多维贫困指数以测度收入、健康、生活、教育和资产等目标导向的中国农村多维贫困,并采用最小二乘法和工具变量法实证研究了农民创业对农村多维减贫中的影响以及区域差异性。研究发现,中国农村的收入导向型多维贫困改善明显,但生活、资产和健康导向型多维贫困则改善较为缓慢;农民创业对收入、健康、生活和教育导向的多维贫困指数均存在显著的减贫效应;农民创业仅在东部和东北地区会促进农村多维减贫,而在中部和西部地区的减贫效应不显著。未来中国农村扶贫工作的重心应是教育、健康和生活等非经济收入领域;充分发挥创业在农村多维减贫的重要作用,特别是鼓励农村创业企业为所雇的农民提供商业保险,更好地预防农村的健康导向型多维贫困。

摘  要：
Based on the 2004-2013 National Rural Fixed Observation Point data,this paper constructs a goal-oriented multidimensional poverty index to measure income,health,life,education and asset in China's rural multidimensional poverty,and uses OLS and IV methods to empirically study the impact of farmers' entrepreneurship on rural multidimensional poverty alleviation and regional diversity. The study found that income oriented multidimensional poverty in rural areas improved obviously,but life,asset and health oriented multidimensional poverty improved relatively slowly. Farmers' entrepreneurship has significant poverty reduction effect on income,health,life and education-oriented multidimensional poverty index. Farmers' entrepreneurship can only promote multidimensional poverty alleviation in eastern and northeastern China regions in China,while in the central and western regions there is no significant poverty reduction effect.The main policy implication is that in the future,China's rural poverty alleviation should focus on poverty in the areas of non-economic income,such as education,health and life. It is important to develop key role of entrepreneurship in rural multi-dimension poverty alleviation. Especially,government could implement support policy to encourage rural enterprise to provide commercial insurance for the employed peasants for better preventing health-oriented multi-dimension poverty.
